In today's world,the comparison of national comprehensive strength and the inter-regional comprehensive strength in some extent depends on the comprehensive contest of scientific and technological strength in all countries.In view of this,through the research object-Hebei Province 11 prefecture-level city,this paper intend to carry out a comprehensive understanding of Hebei Province's drawbacks in science and technology.This is the direction of planning Hebei Province's development of science and technology,consolidating the basis of the development of science and technology,so that the scientific and technological progress will richly benefit the economic development.In addition,the strengthening of regional scientific and technological strength,will promote the regional competitiveness.It also have great practical significance in achieving the macro desire "science and technology grow up Hebei".On the basis of field visiting the research object,this article on a purposeful access reads plenty of relevant literature.Through the analysis,the meaning of scientific and technological strength was clearly defined,combined with the results of previous scholars' outcome,focused on the keystone of this study to sum the principle of rating science and technology.In addition,combined with the triangle whitening weight function,entropy weight method and other related methods,draw lessons from the previous researchers.Given this,this paper evaluates the scientific and technological strength of the prefecture-level cities in Hebei Province.After taking into account the region characteristics,this articlebuilds a economic,social,scientific and technological human resources,science and technology investment as a secondary comprehensive evaluation system.And at the same time,taking the objective and impartiality of the entire evaluation process into account,this model uses the entropy method to impose the weights on the indicators.The weight of the index is used as the basis of the five-year indicator weight,which can achieve the objectivity of the weight.Based on the establishment of the triangle whitening weight function,the scientific and technological strength of the prefecture-level cities in Hebei Province was studied.Although the development of scientific and technological strength in China's development is relatively short.Although accumulate some experience,but also exposed part of the unsatisfactory side,mainly in the evaluation system of subjectivity,evaluation lacking objectivity,etc.,and much scientific attention paid to this phenomenon.This paper chooses the research object: the 11 prefecture-level city of Hebei province,which is close to Beijing,Tianjin and Beijing-Tianjin-Hebei,which is also becoming more and more important to improve the scientific and technological strength of Hebei province.Through the calculation and analysis,it is clear that the shortage of scientific and technological strength in Hebei Province is concentrated in two aspects: the poor ability of science and technology diffusion and the low proportion of scientific research investment.Last but not least,analyzes the reasons and gives the suggestions to improve its scientific and technological strength.
