Scientific research funds management has always been an important part of research project management. With the increase in scientific research funds, research funds management faces an increasingly complex situation. Some economic, political or historical factors led to the existence of objective imbalance of research funds: research funds titled to the eastern cities and well-known experts; Midwest areas and young researchers are difficult to obtain adequate research funding support. The imbalance of research funds will not only affect the enthusiasm of researchers, but will also reduce the efficiency of research funds, and harm our research activities. Chinese Academy of Sciences, as China’s top research institution, has a large number of research institutes and researchers, manages research funds up to trillions RMB each year. How to measure its imbalances is an important aspect of Decision support for science research. This paper uses the Theil index to measure the extent of Chinese Academy of Sciences research funds’ imbalance in research funding and to support the funds monitoring and decision support.This paper, based on studies of the commonly used imbalance indexes and the actual situation of Chinese Academy of Sciences, selected the Theil index to measure research funding imbalances. The main researches are in the following areas:1.for imbalance research:studied commonly used measures of the imbalance, analyzed its characteristics, and selected the appropriate parameters for Chinese Academy of Sciences research funding.2.The analysis led to the cause of imbalances, which led to a model for the imbalance of CAS’s research funding, then Theil index formula was derived using this model.3.By studying CAS ARP system, we calculated Theil index base on the existing data in the system and analyzed the results4.Developed a draft system based on this model to facilitate future long-term supervision.This paper analyzed the imbalance of CAS research funding and management, calculated Theil index, identified the cause of the imbalance and propose a potential solution.
