Evaluation Method And Its Application In Tax Informatization

With the boost of domestic tax system reform and rapid development of information technology, evaluation and administration of performance is not only the right of entrepreneurs and managers, but also has become an urgent requirement of government. Performance appraisal plays a useful role in improving operators’working efficiency, service valuation and public satisfaction. Therefore, how to improve traditional method with paper and offer a scientific information system for government function department, has become a deserving researching and discussing project.Nowadays, the most important traditional methods of performance appraisal mainly include ARM (Alternative Ranking Method), KPI (key performance indicator), MBO (Management by Objectives) and BSC (Balanced Score Card). This thesis first carries on the comparison to those commonly used methods, analyzes the advantages and disadvantages of them. Then, specifically depending on the problems existing in the traditional performance appraisal methods, this thesis discusses how to improve those methods in the process of informatization, and difficulties may be encountered in the process and relative solutions.According to the actual demand of the land tax system of performance appraisal in Guizhou and the analysis of the performance evaluation information system, we’ve designed a scheme suitable for performance appraisal of the local taxation bureau in guizhou informatization. Calculation method include the combination of computer automatic examination and assessment of artificial way. Using data model automatic calculation, guarantee the fairness and justice.After the completion of the system design, the pilot run is done in Liupanshui. Running results show that the system can meet the needs of the performance appraisal management of the land tax system in Guizhou, implement the computer management, improve the efficiency, and optimize the process of performance appraisal, thus get the recognition of government officials. At present, the system operates stably, which has been put into use, and is ready to spread throughout the province.
