As a management tool, the goal of effective and comprehensive performance appraisal of company employees implies an ongoing process of regularly evaluating the career potential, talents and skills, as well as the actual quality of work of staff members. Ideally, this is done according to prescribed standards of morality, performance, ability and attitude, employing scientific methods of confirming the degree and quality of their achievements, and an accurate assessment of their individual potentials. This has become the important aspect of human resources management activities in modern enterprises, and has become the core of the enterprise's performance management. An increasing number of enterprises have gradually come to realize the importance of the performance appraisal and have hoped they could mobilize the energy and enthusiasm of their staffs, thereby becoming more competitive in their respective fields. Despite this, however, numerous drawbacks remain in the old style performance appraisal arising from an inherent limitation of the motives, directions, ways and opinions of traditional owners and managers. Some examples are:repetitiveness caused by overlapping of the appraisal indicators, ineffectiveness because of disparities between indicators and purpose, and lack of authenticity arising from the use of inappropriate methods of evaluation. Instead of stimulating the employees and managers to achieve greater efficiency, all these drawbacks can waste the resources of the enterprise and lower the morale of the staffs as a whole.By means of the research on the recent situation of the performance appraisal domestically and abroad and based upon comparative analyses of current appraisal methods, this text discusses detailed concept of performance and the factors that influence the performance and creates three dimensional configuration model based on the newest research result of the concept of performance. It takes the performance appraisal system of Fuxing Corporation as an example to discuss the application of the model in real performance appraisal activities. From the standpoint of logical design of the appraisal indicators and proportion system and the scientific application of the appraisal methods, it researches the means of improving the effectiveness of the performance appraisal and its coincidence with the goal of the company and making the appraisal as the important means of making full use of the enterprise resources, as well as enhancing the key competitive abilities of the enterprise. The results show that, the index system based on 3D configuration model has both characters of objective and justness. And this index system can use for short time estimate and long time estimate. It also has the character of dynamic.
