The Study Of Evaluation Method And Application For Hillock Renovation Project Performance In Wuxue City

China is a country with a small per capita arable land and shortage of arable land reserve resources. With the advancement of industrialization and urbanization, the contradiction between population and land resources is sharpening. However, hillock renovation project plays an important role in increase the cultivated land; improve the land use efficiency; improve the agricultural production conditions and ecological environment, so it is one of the effective measures to relieve the contradiction. With the commencement of hillock renovation, a large number of hillock renovation projects have been implemented and passed the acceptance, However, how about the implementation effect of these projects and whether they achieved the desired purpose has not been understood., in order to improve the scientific of decisions and validity of investment, it needs building the evaluation index system and using scientific evaluation methods for performance evaluation, and guide the further development of hillock renovation projects.Based on the analysis of related theories and evaluation methods of land consolidation projects performance evaluation both at home and abroad, it took the hillock renovation project in Yuchuan town as the research object in this paper. According to the characteristics and the actual situations of the hillock renovation projects, from seven aspects include the implementing acts, implementing management, economic benefits, social benefits, ecological benefits, landscape benefits, and the later maintenance to choose the28evaluation indexes, then the weights of each evaluation index were determined by Delphi and AHP methods, it build a performance evaluation system of hillock renovation project, and the comprehensive performances of the projects were evaluated by Multi-level fuzzy evaluation method.The result shows that the comprehensive performance is "good" of the hillock renovation project in Yuchuan town. And the performance evaluation results in the implementing acts, social benefits and ecological benefits are "excellent"; and the performance evaluation results in implementing management, economic benefits and landscape benefits are "good"; but the performance evaluation of later maintenance is "common". From the results, the projects have achieved the good performance, but there are still have some shortcomings in the process of implementation, especially the poor management and protection of engineering facilities after project implementation, so it still have room for improvement.Through the study of this paper, enrich and improve the performance evaluation system of land consolidation project, the constructed index system can well evaluate the performance of hillock renovation project, it can provide a reference for the performance evaluation of hillock renovation project in other similar areas. The results of the performance also can provide references for the acceptance of these projects, and also can provide suggestions to solve the problems and promote the implementation of the hillock renovation project. This study can promote the performance evaluation of hillock renovation project and promote the development of hillock renovation cause.
