Analysis On The Development Of Human Resources Strategies Of Dalian Northeast Asian International Shipping Center

It is clearly made in Opinions on Implementing Strategies on rejuvenating the Old Industrial Base in Northeast China that in October2003the party central committee and the State Council decided to build Dalian into an important northeast Asian shipping center,making it the second international shipping center in China following Shanghai. In September2007, the National Development and Reform Commission approved the development Plan of Dalian Northeast Asian International Shipping Center pointing out the strategic development goal, guide and steps till2020. In July2009, the State Council approved the Plan emphasizing the strategic importance of speeding up the development of coastal economic zone, which includes such coastal cities as Dalian, Dandong, Jinzhou, Yingkou, Panjin, Huludao and so on, to rejuvenating the northeast old industrial base, bettering off the coastal economic planning, promoting regional development and expanding opening up. Those strategies have greatly boosted the regional development. In2013, the frame of Dalian Northeast Asian International Shipping Center has been set and the shipping industry is also booming but there is still no planning on human resources development and human resources management is still conducted within companies.The development strategies of Dalian Northeast Asian International Shipping Center should be based on specific strategies, especially the strategy on human resources development. This thesis presents the human resources development strategy on the back ground of Dalian Northeast Asian International Shipping Center. In the hope of offering a reference for Dalian Northeast Asian International Shipping Center, this thesis analyzes the development status, predicts the human resources demand and brings up a human resources development strategy.
