With the construction of Dalian Northeast Asian international shipping center, Dalian Port's cargo throughput is expected to increase significantly, and the existing collection and distribution system can't meet the demand of Dalian Port's cargo's collection and distribution in the future. It seems extremely important to construct highly efficient collection and distribution traffic system,, so it must be optimized and adjusted.This paper firstly analyses the importance of the optimization for collection and distribution transportation system of Dalian Northeast Asian international shipping center, points out the existing collection and distribution system can't meet the needs of building Dalian into an international shipping center; secondly it takes curve fitting forecasting model to predict and analyse the future cargo and container throughout for Dalian Northeast Asian international shipping center; then it adopts fuzzy clustering method and introduces growth rate to construct comprehensive fuzzy matrix and takes fuzzy clustering method to analyse the relied city for the inland container depots and studies the layout of inland container depots based on dynamic changes and optimizes the traffic network of collection and distribution, so as to meet the dramatic increase in cargo demand; after that from developing the two aspects of multimodal transportation and modern logistics it optimizes the organization form of collection and distribution and establishes the logistics information network platform; at last it designs adjustment and optimization implementation program of the layout for the collection and distribution road networks of railway and road.After the collection and distribution traffic system is optimized and adjusted, eventually it can be able to meet the demands of future collection and distribution for Dalian Northeast Asian international shipping center and enlarge the economic hinterland area of it and increase the cargo throughout of Northeast Asian international shipping center and accelerate the speeds of cargo transportation and reduce the cost of logistics transportation.
