This article is employee participation management themed. Focusing on state-owned enterprise, the author started from the definition of employee participation management to analyze the theoretical foundation of it, compare the domestic operation forms with the foreign ones, and make explicit the importance of it, especially in state-owned enterprise. The methods of law study was brought in. Through the study and analysis of domestic legal provisions on employee participation management, combining the understanding of valid laws, the author analyzed the shortcoming of the laws in design and terms.Through the study on the case of State Grid Jinhua Power Supply Company, which is a typical state-owned enterprise, the author analyzed the current situation and existing problems of employee participation management, using the data collected through questionnaires and found out five main problems, which are unscientific system design, the lack of standardized system process control, lack of institutional supervision, large deviations from the understanding of employee participation management. Problem-oriented, combining Hypothesis of Social Man and Hypothesis of Self-Actualizing Man, guided by the Stakeholder Theory, the author put forward the methods of improvements, such as building multi-level training system of employee participation management, innovating the management forms and activity carriers of staff representatives, establishing the working system of employee participation individually, improving the workflow of employee participation management, establishing supervision and control system of employee participation management, building the computer-aided management system, etc..Synthesizing the theory analysis and law study, analyzing the employee participation management of State Grid Jinhua Power Supply Company, the author has designed a set of state-owned enterprise employee participation management system, which is "dual channels, one bridge, five controls". Employees can participate in employee participation management as commissioned employee representatives or autonomous individuals, which are two channels to get involved. Enterprise affairs publicity is used as a bridge to connect the information from employees’ side and enterprise’s side. Five controls are organization network control, system building control, evaluation control, workflow control and information technology control.On the basis of the overall framework, the author innovatively improved the basic systems and supporting systems, such as election of the employee representatives, patrol of employee representatives, reception station of employee representatives, employee representative proposal, work assessment of employee representatives, training of employee representatives, congresses of employee representatives, autonomous management of working team, democratic communication, liaisons of general manager, etc.. The author provides references and operation methods for the work of state-owned enterprise employee participation management, which is a beneficial exploration to promote the scientific development of state-owned enterprises.
