ABSTRACT:Facing an aging population and increasing deepening elderly care service needs, families in China rely on their children to take care of the elderly, which become increasingly difficult to meet pension needs of elderly. It has been turned from individual family to the social institutions for elderly to providing service for elderly.As aging of the population increase rapidly and life quality improved, high quality services for olderly is under requirement. Because of Chinese social security system has not fully developed and lack of resource of service for elderly, contradiction between supply and demand of the social service is very prominent. For mobilizing social forces to solve the contradiction of supply and demand of social welfare, Chinese government then introduced market mechanisms. Chinese government no longer undertake the whole thing of services for elderly, and mobilize all social forces, including social organizations and private enterprises to provide more efficient services. Thence, supply subject of service for elderly has been diversified and service enriched, which to some extent alleviate the contradiction between supply and pension services.Solving the problem of providing service for elderly, is not only to reduce the burden for the elderly and their families, but also to allow all members to see the specific arrangements of government, which enhance the confidence of social security. On the one hand, the pension service is for the common good, the service certainly can not be fully market-oriented. On the other hand, just regard the service as a charity is also far from enough. The contradiction between common good and market principle should be reconciled with each other. In order to provide a higher quality services for elderly, ministries of civil affairs, public health, commerce, quality of supervision and other government departments jointly promote the program of the purchase of service for elderly.The main content of this article is to explain the process of government purchase of service for elderly and how to balance the contradiction between common good and market principle while taking into account the fairness and efficiency.
