A Study On The Management Pattern Of Commonweal Item Investment In Dongli District

As the government's investment system reform further develops, especially theestablishment of scientific outlook on development and the principle of "peoplefirst" proposed in The Sixteenth National Congress of the Communist Party ofChina and the Third and Fourth Session of the Sixteenth National Congress, thegovernment expedites the transformation of functions in order to promote theintegrated, harmonious and sustainable development of the society. The emphases ofgovernment's function shifts to the public administration and service, and the localgovernments steady raise the investment on the commonweal item. Thus theproblems increasingly grew on the operation and the management, and that is thesetting of the issue discussed in this paper.Taking the evolution of the government investment project control pattern as cut-inpoint, exerting the theory of public administration and project management, adopting thecomparative method, by the means of investigating the advantages and disadvantages of the practiceof governments at all levels, on the basis of using the reference of advanced management pattern ofthat in other countries, and also combining the author's working experience in examining andapproving the item investment management, this paper brings forward the investment projectmanagement pattern adapt to Dongli District. It exerts the fuzzy evaluation method to analyze theinvestment decision, makes a concrete analysis of the practice cases, and validates the conclusion inaspect of both the theory and practice. That makes the conclusion more efficient and maneuverable.This paper studies the content and method of investigation in the field ofgovernment's commonweal item management. It combines closely the practice inDongli District, tries to break through the current management pattern, and dealswith the common issue confronted by state and local governments' commonwealitem management. Accordingly, the results of this research can be the reference forthe optimization and the improvement of government's commonweal itemmanagement.
