The nonfarm economy has developed very fast since the reform and opening up, whichmade great contributions to the transformation and upgrading of the industrial structure andfarmers improvement of living standards in rural areas. Aslo, the development of nonfarmeconomy is a key approach to solve the current problem of "agriculture, rural areas andfarmers" and to promote the construction of new socialist countryside.However, rural environment has been seriously polluted along with the rapiddevelopment of nonfarm economy. The government introduced a series of strict rectificationmeasures aiming at the serious situation of environmental pollution in rural areas, but theimplementation of these policies seriously affect the development of nonfarm economy,which also affect the improvement of farmers’ income seriously.This paper analyzes pollution and its governance of township enterprises, the influencingfactors of the optimal economic growth and how to achieve the optimal economic growthconsidering environmental pollution via the review of relevant foreign and domestic research.Then, using the endogenous economic growth model, evolutionary game method, method ofprincipal-agent, questionnaire survey method to study and validate the route that to improvethe rural environment and to achieve the long-term development of nonfarm economy. Finally,we put forward the countermeasures of nonfarm economic development under the perspectiveof ecological civilizationThis study is divided into the folowing sections:The first chapter is the introduction of the purpose and significance, literature summariesat home and abroad and the plan of this research.The second chapter uses a large number of statistical yearbook data to analyze thedevelopment of nonfarm economy in our country since the reform and opening up, and tosummarize the reason of pollution and countermeasures.The third chapter uses the endogenous economic growth model to analyze the impact ofenterprise concentration on the optimal economic growth and environmental.The fourth chapter analyses the government regulation policy’s how to impact strategyselection of polluters using evolutionary game theory.The fifth chapter researches of the incentive mechanism that encourages enterprises toenter the park using the principal-agent theory.Chapter6uses questionnaire survey to verify the feasibility of the incentive mechanism.Chapter7puts forward policy Suggestions on the development of nonfarm economyunder the perspective of ecological civilization.
