TheIndustrial Cluster, as anew industrial organization form of symbiotic cooperation and competition, it plays avery important role in the form of competition and the optimal allocation of resources. The results show: the circulationindustry and the equipment manufacturing industry present obvious agglomeration forms, the overallcluster is still in the embryonic stage.The Cluster formation conditions mainly include the relatively perfectfactor market,the high level demand of market,initially professional market but not clearly division ofwork,low related industries and high transaction costs, rich in resources and Obvious geographicaladvantages,low degree of marketization but facing opportunities and challenges;The Cluster formation waymainly are based on the location advantage and transverse association relying on the leading industry; TheCluster lack of motivation because of Because of ineffective cooperation and competition.The fourth part analysis the factors affecting the transformation of industrial structure using the graycorrelation and discuss the obstacle in the process of adjustment. The results show that:the factorsassociated with the degree of Urumqi city are the macro tax burden, the investment of state-ownedassets,the total employment,industrial energy consumption,the total retail sales of social consumer goods,central transfers,the Import and export,the level of technological progress.The obstacle in the processof adjustment mainly include the less power consumption, investment oriented development, theconstraints of resources and environment, backward technology and the incomplete system construction.The fifth part points the path of the optimization and adjustment of industrial structure on the basis ofthe impaction economic growth and above analysis.
