The resource-based cities are the main resource production bases, which play important roles in China's economy system. However, due to their own development way , the new economy and economic environment ,these cities are faced with serious problems in economic ,social and ecological sustainable development recently. So it is urgent to solve the problem that helping the resource-based cities to face the new challenges and optimize and upgrade the industrial structure. The middle region of China is rich in natural resources, which has a large of resource-based cities. These cities can transit successfully or not, which may directly determine the middle region can rise successfully or not.In this paper, taking the city of Pingxiang in Jiangxi Province for example, in the conclusion that using the traditional criteria for evaluation of the industrial structure on resource-based cities is unreasonable, evaluate the industrial structure in the resource-based cities in the middle region of China by using the gray correlation analysis ,and conclude that: firstly, the structure in these cities have developed in the past 10 years, but this trend is gradually slowed down; secondly, through comparison, the city of Pingxiang is at a disadvantage state in the same type of cities, whose industrial structure is imperative adjust.In addition, base on the "3R" principles of the circular economy, the paper improve the benchmarks of the choice of the leading industry, and build the optimization model of the resource-based cities basing the theory of the Weighed Gray Clustering Model. And also the paper gives some advice about how to optimize and upgrade the cities industrial structure in example of Pingxiang.
