With the fast economic and social development in China, life style become more andmore fast and people are easily getting tired. In this context, leisure agriculture tourism isbecoming more and more popular. Urban residents desire the nature, to feel the wonder of thecreator, eager to go to the countryside of rural tourism, relax, edify sentiment, communication,participation in farming activities, tasting food, accommodation in rural farm houses, as wellas do some agricultural education.Leisure agriculture is a new pattern of agricultural development. It is the fusion of thefirst and the second industry. It is also a new point for the development of agriculture and therural economy. Leisure agriculture provides the measure to expand the functions ofagriculture, to advance the modern agricultural industry, and to increase the farmer’s income.Therefore, leisure agriculture gained recognition from the central to local government. Thegovernment of Fengxian county has the advanced vision to see the transformation of thedevelopment of leisure agriculture superiority, and proposed the slogan of "QinlingMountains valley of flowers, natural oxygen bar". After several years of efforts, thedevelopment of leisure agriculture has obtained the huge success, attracting visitors fromeverywhere, and significantly enhance the visibility, reputation. However, Fengxian Countyalso has problems such as blind development, unreasonable layout, policy support is noteffective, supporting facilities is not perfect and so on in the process of the development ofleisure agriculture, which, affected the development of leisure agriculture to some extent..Therefore, research on the development of leisure agriculture in Fengxian has importanttheoretical reference and practical guidance.This paper combined the qualitative analysis with the quantitative analysis, throughcomparative study and literature survey, the current situation of the domestic and foreignleisure agriculture is summarized, it explores the basic issues of leisure agriculture, theapplication of SWOT analysis for objective research on the development of leisure agriculturein Fengxian, the leisure agriculture in typical cases were described, in Feng county the presentsituation of leisure agriculture development was summarized, and puts forward some strategies and suggestions to the existing problems, the main research conclusion is asfollows:1, Through the elaboration and analysis of the leisure agriculture in Germany, Japan,Nanjing, USA, Chengdu and other domestic and foreign advanced leisure agriculture regions,we obtained seven general practices of leisure agriculture development and regularity ofexperiences, such as the government in the process of the development of leisure agricultureand their intervention and regulation, pay attention to the protection and appropriatedevelopment, investment diversification, leisure agriculture multi functionality, associationsor other social organizations to play effect of solid construction, and festivals to promotesynergy, promoting agricultural tourism product development and integrated marketing.2, On the basis of previous research, definition, characteristics of leisure agriculturedevelopment mode and other basic theories the following conclusions are made:1) leisureagriculture is based on the development of the ecological environment of agriculture, in viewof the countryside, participate in agricultural production, experience the farm life, involve inagricultural education, taste local catering for the main content, the natural landscape andrural folk culture, combining the industrial development and farmers’ income, to meetdifferent consumer’s leisure demand, it is a new way of agricultural development to a certainstage of economic growth, which provide and effective platform to reasonablely exploitationof agricultural resources, development the function of agriculture.2) in the study of leisureagriculture type, according to the development of practical, one can consider to establish theclassification system, firstlythe big area is divided into several categories, and then in eachcategory in the division level two type, three type, even four class types, from small to big,from coarse to fine, from general to specific.3) the leisure agriculture with the characteristicsof natural ecology, participation experience, regional characteristics, cultural mining andindustrial development. The use of factor analysis method in the analysis of leisure agriculturefor evaluation. According to the analysis results, the level of social and economicdevelopment is one of the main factors affecting the development of leisure agriculture.4) thedevelopment of leisure agriculture in China experienced three stages of development, i.e. theearly stages (1980-1990), adjust the development stage (1990-2000), standardize theoperation stage (2000-2010).5) the development of leisure agriculture not only can adjustand optimize the industrial structure of agriculture, promote the rapid development of thelocal economy, improve agricultural and rural production and living environment, but alsocan carry forward the tradition of agriculture civilization, educate people, cultivate andimprove the quality of farmer, and ultimately promote civilization and harmonious. 3,According to the analysis of the SWOT of Leisure Agriculture in Fengxian County,four development strategies are proposed: SO strategy is the development type, namely,promoting self-advantages, using the opportunity to accelerate the development pace; WOstrategy is the reverse strategy, namely the use of the opportunity, overcome the challenges,consequently formed its own development system; ST strategy is the diversification strategy,namely the use of their own advantages to avoid external threats; WT strategy is a defensestrategy, whichis to overcome weakness, avoid threats, conservative development mode.4, Leisure Agriculture and rural tourism in Fengxian county already has its preliminaryshape, which can be divided into ecological farm type, leisure farm, tourism product type,folk culture experience and the industrial tourism.5, Through the analysis of the typical case of leisure agriculture in Fengxian county, woobtained that: full investigation and scientific planning is the forerunner, overall considerationand industry development is the foundation, diversified investment and innovationmechanism is the guarantee, policy support and mobilize capital is the effective measures,festival activities and humanity services is the bright spot.6, The strategies and suggestions for leisure agriculture in Fengxian county are: thegovernment is the planners and should provide security guidance for leisure agriculturedevelopment, the market is the navigation and propaganda for the development of leisureagriculture, the enterprise is the builders and managers for the leisure agriculture, farmers areparticipants and beneficiaries in the leisure agriculture, technology is the promoter anddisplayer of thedevelopment of leisure agriculture, service plays a pivotal role for attractingthe tourist in leisure agriculture, the brand influence and establish the leisure agriculture, thefestival is a supplement and composition of the leisure agriculture.
