Mechanism Of Public Service Research Of Chamber Of Commerce In Shenzhen B Area

The success of the communist party of China’s third plenary session of18blows the horn of promoting the modernization of national management system and management ability, As one of the representatives of the social governance body, in the macroscopic environment of deepening the change of government function and power further down, the chamber of commerce’s function of public service and status of social governance body will be increasingly highlighted. In addition, the market failure and government failure objectively provides the possibility of conditions for the involvement of the chamber of commerce, and it has been proved that as a third party of governance mechanism, its communication, coordination, supervision and service function is also exactly fit with the demand of government and the market. Visibly, internal and external factors determine that we must continuously improve its public service work,in order to better serve the overall situation of the market economy development.Based on the example of public service work of the Shenzhen B chamber of commerce, first embarking from the overview of the general theory of public service, combined with my experience for many years engaged in the work of the chamber of commerce, this article conducs a comprehensive, systemic and in-depth analysis in the public service work of the chamber of commerce, and on the basis of drawing lessons from beneficial experience of public service of foreign chamber of commerce, it puts forward the countermeasures of optimizing current chamber of commerce system of public service mechanism, in order to further improve the chamber of commerce in the public service function, give full play to the important role of chamber of commerce in promoting economic development.This paper includes the introduction and three parts, and the content is as follows:The introduction carries on the detailed elaboration of the chamber of commerce in public service work of research methods, significance, writing framework, related research theory and the innovation of this article.The first part defines the definition of the chamber of commerce public service,the function, theoretical basis and working systems and mechanisms of, and scientific theory as the basis, to provide a theoretical support for the subsequent empirical analysis.The second part, taking Shenzhen B area chamber of commerce in the public service as a case study, empirical analyses the problems existing in B chamber of commerce from the perspectives of system, mechanism and expounds the causes of these problems.The third part,in view of the problem in the public services of B area chamber of commerce, connecting with the actual reform process, puts forward the methods of strengthening responsibility and mission consciousness of the working chamber of commerce, improving the public service system of the chamber of commerce and the mechanism, strengthening the construction of public service team, and expanding the international platform to strengthening international communication and cooperation.The innovation of this article is through the research, the author puts forward the improvement measures of three aspects:first, strengthen the construction of chamber of commerce itself, including strengthen the chamber of commerce and business sense of mission and responsibility consciousness; Sound chamber of commerce in the public service system; Optimize operating mechanism of public service. Second, straighten out relations, expand the breadth and depth of the chamber of commerce development, including straighten out the chamber of commerce and government relations, returning back to its standard and expand the international platform, to seek a broader space for development.
