In recent years, the government put forward to buy the public service from the community organization. In this context, whom can the government move its functions to and purchase the public services from? We need to think these problems. As an intermediary organization between the government and the market, the trade association is the most fully developed social organization by far, thus it has the possibility in undertaking the functions of government and providing public services. The chamber of commerce provides public services can help to speed up the transformation of government functions. Meanwhile, the chamber of commerce has a better understanding of market conditions and the needs of the public. If the public services are offered by chamber of commerce, it can make the services better meet the needs of the market. The chamber of commerce has advantage in providing club goods and industrial public products. Thus, it can better meet the needs of the market for these two king of services provided by the Chamber of Commerce. We expect to provide some suggests about how to make the chamber of commerce better play its role in offering public service through this research.For achieving the objective of the research, the main contents are as follows:First of all, proceeding from the basic framework of modern public service provision, we study what kind of public service the chamber of commerce can provide. And then conceiving the range of public services function of chamber of commerce. Second, the paper will examine the specific circumstances of the public service function of chamber of commerce in practice. We will analyze problems and the reasons of chamber of commerce in providing public services. Second, some trade associations have a certain amount of exploration and made some achievements in the supply of public services in practice. But compared with the theoretical analysis, at present, the functioning of chamber of commerce in public services is not sufficient and it is going to go a very long way. We need mechanism innovation. Government should have a explicit and reasonable identity for their own responsibility, improve the management of chamber of commerce and create a good institutional and legal environment for the development of chamber of commerce. The chamber of commerce also need to improve the internal governance mechanisms and realize the growth of its own strength. Accordingly, it can guarantee the chamber of commerce give full play the function in offering public services. For the supply of public services, government and the chamber of commerce must uphold the standpoint of public interest and form a good collaborative relationship during game in the long-term.
