The development of economic and the transition of people’s life have contributed a lot to the formation of special forms of tourism, and the bed and breakfast is one type of the new business that take part in the development of tourism industry. Nowadays bed and breakfast continue to grow, but problems arise with its thriving, for example the disorder of the business and the uneven quality of bed and breakfast. A scientific evaluation system will gain benefit to the operation of bed and breakfat business and enhancing the quality of bed and breakfast.There are evaluation criteria for bed and breakfast in developed areas, but there still do not have a set of evaluation index system for bed and breakfast in the mainland China. Since bed and breakfast has its own character and the development of the bed and breakfast varies among the world guesthouse, and evaluation criteria existing domestic tourist hotel star rating standards or other relative evaluation system is not suitable to apply to bed and breakfast directly. Therefore this article is combing through the relevant literature, take the hotel-related theories and experience theory as ground and use the analytic hierarchy process method (AHP) to construct the evaluation system for bed and breakfast. Finally this study use this constructed evaluation system to evaluate the bed and breakfasts’ on Gulangyu islet. The bed and breakfast evaluation system has four comprehensive items,11evaluation items and covers32evaluation factors. The research datas from the questionnaires by experts show that the atmosphere is the most important one, followed by the order are the facilities and equipment, the service quality and the distinguishing feature. In the project evaluation layer, the interior style, completeness facilities, location, interaction and safety facilities are the top five among the11evaluation items. And local culture element or theme decor, bedroom facilities, nearby attractions, family history and culture decor, cleanliness and sanitation, architecture features, feelings of being family members, activities combined with the local natural, production and culture, natural environment and catering facilities ranked in the top ten were among the32indicators.The empirical studies have shown that the evaluation system has great applicability. From the results of the evaluation most of the bed and breakfasts are4crown,5crown are few, so bed and breakfast on Gulangyu islet still have space to improve, homogeneity appear among these bed and breakfast as well. Bed and breakfast on Gulangyu islet take the advantage of distinguishing architecture and excellent location, but on the side to present family atmosphere and local culture are wesk. In order to improve the quality of bed and breakfast on this islet, we recommend that culture element should put great emphasize and should also take good use of the local resources and personal talent and passion to provide relative activities.
