The increasingly perilous global competition brought big challenges along with new chances to the development of enterprises. So the enterprises turn to seek new forms of technology innovation, which are cross-domain and cross-enterprise. In this context, the industrial technology innovation strategy alliance appears and soon became a global new type of cooperation strategies. In order to analysis the technology spillover effect of industrial technology innovation strategy alliance fully, this article clarifies the concepts such as the industrial technology innovation strategy alliance and technology spillover effect based on learning the research results at home and abroad, then points out that the technology spillover effect is effected by alliance attributes, related policies and systems, the space distance and technology gap between alliance members and the overflow-recipient’s ability to learn, etc. Under the joint action of these factors, spillover effect appears through R&D investment, personnel flow, demonstration effect and industry relevance. Then, expounds that the enterprise may agree to build alliances only when the income from alliance is more than that from itself with the adjusted Duopoly model, and the investment of science and technology is determined by other members in the alliance. The adjusted B-C model indicates that enterprises obtain the most technical spillover when the technological gap between the members reach the level of the product of the absorptive capacity and technology pursued coefficient. Finally, put forward the policy proposal from three dimensions——enterprise alliance decision, technology spillover coefficient and the ability of learning——on the basis of above analysis。...
