The recycling of waste electrical and electronic products(WEEE)has attracted increasing attention.At present,China's WEEE waste is large,but the recycling amount is not much,and the recycling rate after dismantling treatment is relatively low.Faced with this situation,through innovative research and development to improve WEEE recycling efficiency has become an important strategic choice of recycling enterprises.In order to study the innovative R&D decisions of recycling processors and the impact of government incentives and penalties,this paper constructs six kinds of game models under the background of duopoly competition market as well as the technology spillover effect.The six game models are: under the non-reward and punishment mechanism,the recycling enterprises do not innovate research and development,only one recycling enterprise innovative research and development,the recycling enterprises are independent research and development,the recycling enterprises cooperative research and development;under the reward and punishment mechanism,the recycling enterprises are independent research and development,the recycling enterprises cooperative research and development.At the same time,the numerical simulation method is used to analyze the sensitivity of technology spillover rate and the power of rewards and punishments.The results show that the innovative research and development of recycling enterprises is always conducive to the growth of profits and the recovery of WEEE.Whether the government implements rewards and penalties or not,the profits from the cooperative R&D of the recycling processors are always not less than those from the independent R&D;the relative size of R&D level is related to the rate of technology spillovers and rewards and punishments.When recycling processors cooperate innovate together,the implementation of rewards and punishments by the government can always encourage recycling processors to improve their R&D level,but whether the recycler gets better profit or not,is affected by technology spillover rate and rewards and penalties.With the increase of technology spillover rate,the profit,recycling price,recycling volume of recycling processors increase.However,only when recycling processors cooperate in R&D,the R&D level will increase with the increase of technology spillover rate.With the increase of rewards and punishments,the recycling price,recycling volume and R&D level of recycling processors will increase.When the technology spillover rate is low,the profit of recycling processors will decrease first and then increase with the increase of rewards and punishments.When the technology spill rate is high,as the reward and punishment increases,the profit from recycling will increase.
