Study On The Layout Optimization Of Luzhou City Public Facilities

The public facilities layout of central urban area reflects the distribution of cityinternal resources. The proper layout concerns the local political, economical, andsocial development. Therefore, the urban public facilities shall be adjusted in accordwith urban expansion. On one hand, the current facilities shall be updated, on theother hand, part of the facility layout shall be redistributed to encourage balanceddevelopment of each areas of the city, improving city service efficiency and lifequality, increasing city functions. As the rapid expansion, huge social and economicaldevelopment of Luzhou city, the issues of underdevelopment of public facilityconstruction, inefficiency of service capability and quantity are becoming moreobvious. This paper aims to provide certain suggestions for public facility planning bystudying city public facility layout optimizing.This paper presents the principle and objective of layout optimizing by in-depthanalyzing the current situation, spatial distribution features,problems and reasons ofcentral urban area of Luzhou after literature review, summary of both domestic andinternational relevant researches, also this paper presents an overall structure of layoutoptimizing of Luzhou, and basic ideas and systematic structure of each public facilitylayout optimizing, then providing suggestions of central urban area public facilitylayout optimizing. The main research outcomes are as follows:1. Summarizes the mentioned problem is mainly because the public facilitydistribution of Luzhou central urban area does not suit the population; hugedifferences exists between areas; the construction mode and methods are obsolete andmanagement system is inefficient.2. Creates “One Main, Two Assit and Multi-layer” three layer public servicesystem structure of Luzhou central urban area, and layout optimizing system of eachpublic facilities, and presents corresponding measures;3. Presents suggestions that suit each urban public facility layout optimizingfrom aspects of regulation, policy leading and new mode exploration.
