Tea quality safety includes the quality safety and health safety, the essence is the "process safety". Quality safety of tea is concerned with tea plant, cultivation, management, processing, refining,sales and so on. Of all the elements,the tea quality is mainly affected by the "weather, soil, person, seeds",while the tea health safety is mainly affected by agricultural chemicals, fertilizer and other products which are used in planting.The present study investigated the last ten years of Anxi Oolong tea of the production supply and marketing, combining with the present development situation of tea industry in Anxi, analysized the importance of quality and safety of Anxi Oolong Tea and different kinds of modes of production and management of Anxi Oolong Tea.The first partintroduced the purpose, the method, the contentand the theoretical basis of this study,based on the understanding the quality and safety of Anxi Oolong Tea and the in-depth investigation in Anxi tea industry production.The second part was about the investigate and research of the the current main production management types of Anxi Oolong Tea, including smallholder production, combination system, cooperative, Large tea enterprise model and other types. This part was also about the analysis of the advantages and disadvantages of different production management types through the investigation of agricultural cost, the survey of labor cost, experimental comparison of electric spray with high pressure spray control rate, control effect. The resultsshowed that the small scale peasant production management type was flexible with low production cost relatively; but the management rough tea qualitywas unstable,and the hidden danger of health safety exists. Joint management type will combine farmers benefits with the company together,and its agricultural materials purchase and distribution costs were lower than small-scale production management type,while the farming recordswere traceable and the hidden danger of health safety was smaller as well. The cooperatives combining with the farmers undertake the risks and share the benefits together so that the members can boost the enthusiasm of independent innovation, create the introduction of advanced technology (such as high pressure spit fog, doing green equipment in rainy days) and unite the cultivation,the management and the production sales, while the quality is steady and the custom optimal rate is increased with the traceable quality safety.But at the same time,the cost of producing increase,and easily appear contradictory because of the benefit assignment problem.The organizers need to have a certain expertise and a strong organization and coordination ability. Large tea enterprise management type carry out the intensive production, have the integration of supply and marketing and have the whole traceable process of quality safety, but its funds investment is huge,the cost recovery cycle is long and the cost of production is high.The third part was about the highlights of the controls of quality and safety in the different production management types of Anxi Oolong Tea during the prenatal,the middle and the later of the production.The fourth part was the relevant suggestions about the quality and safety of Anxi Oolong Tea from macro and micro directions.The fifth part was the conclusion and future perspective of this study.
