The Reasearch On Using ISO9000Quality Management System Theroy To The Standardization Of Basic Maritime Safety Administration

The quality of government service has become the most important aspect which the government to improve the ruling ability and satisfy the people. Every levels of the government are using modern management tools to explore and make the reform of the administrative system. This is the normal ways to improve the administrative efficiency and enhancing the government’s quality management level. However, due to the lack of suitable management tools, the reform is not easy. How to effectively make use of the domestic and foreign advanced management tools to enhance the ability of public service and to realize the transformation of government functions, become the important problems of the government departments. ISO9000quality management system is the international standard system,"customer oriented","continuous improvement" are suitable to the government’s services and public property,"process control" is fitted the government’s administration according to law, therefore this has become a new way to build a service-oriented government and innovate the government public service means. The government authorities around the world have all attempt to use the ISO9000quality management system. This paper introduced the basic principles of quality management and the basic theory of the ISO9000quality management system. The maritime system have the institutional reform in2012and the whole system have become the civil service management sequence. To change the function and improve the efficiency of the strong demand, this paper uses the ISO9000quality management system related theory to construct the standardization of basic maritime institutions and discusses the necessity of standardization theory to apply in maritime basic institutions. At the same time, the author puts forward path to provide useful guidance for the maritime quality management; and to analysis the special problems faced in the implementation of the system of quality management.
