As the last safety net in rural social security system, the Rural Minimum Living Security System involves the vital interests of millions of peasants. It can protect the farmers and their families away from losing the basic living security due to unemployment, old age, illness or death of a family member. The research to improve the Rural Minimum Living Security System, have great significance to solve the new problem in the process of rural poverty, ease the new conflicts in social change occurs, shorten the difference between urban and rural residents, maintain the social justice. integrate the existing complex social assistance program and build the new socialist countryside.Since the year 2007 when the Rural Minimum Living Security System started, areas all over the country have established a system of rural residents, and get some success. But for various reasons, in the process of implementing the Rural Minimum Living Security System, it gradually revealed many problems. Taking Lingshui county, Hainan as an example. this paper thesis states the connotation, basic principle and theoretical basis, the course of development, the status quo of implement, the practice of adopt and effects achieved of Rural Minimum living Security system in Lingshui County through the methods of document research, data analysis, field interview, comparison analysis, empirical research, questionnaire survey, etc. and points out the problems, for example, family income is hard to calculate, the standard of living security is low, related working staff is scarce, village officials and working staff operate the system illegally and nontransparent, the files management is irregular, the expenditure is lacking.By analyzing the reasons for the existing problems, Drawing lessons from the advanced practices in various counties and cities in our country,this paper thesis proposes several pieces of advices and solutions to improve standardized management of the Rural minimum living security, such as recognizing revenue scientifically, accelerating the steps in poverty alleviation, regulating daily management, improving the laws and regulations, Hiring and training the staff, fulfill with the working expenditure, dynamic management strictly, establishing a supervision institution, providing emotional support. putting forward creative ideas to solve the problems such as social security fraud by low-income residents, household income calculation method, the construction of supporting system and supervision institution, emotional support for low-income residents and giving a reference to regulated management of the Rural minimum living security system in LingShui County.
