Study Of Hainan Maritime Safety Administration Service-oriented Maritime Construction From The Perspective Of The New Public Management Theory

In the late1970s, in order to improve the efficiency of government management for effectively adapting to the development of social economy and dealing with the government crisis, some western industrialized countries launched vigorous government reform movement. Then with the wide spread of such movement, many countries started reforming their government work, namely "New Public Management Movement"."The New Public Management" is the guiding ideology of the western administration reform in recent years.In recent years, remarkable achievement has been made on China’s administrative system reform. However, some problems still exist in our government departments, such as unreasonable structure, low efficiency and service level etc. Only through the transformation of government function can such problems be solved. Along with China’s joining the WTO and the deepening of the construction of socialist market economy, the process of transformation of government functions has been accelerated. To establish a government of efficient management and excellent service and to promote the transformation of government function have become the important direction of our government reform in the present and for a period in the future as well.This paper takes Hainan Maritime Safety Administration (MSA) as the research object. Combining the Service-Oriented maritime construction reality, it analyses the achievements, existing problems and then suggests resolutions on specific work. Firstly the paper expounds the connotation of the Service-Oriented maritime construction and the necessity of such construction and summarizes the inspiration of the theory of new public management on the Service-Oriented maritime construction. Then analyzes the service mode of maritime administration in the developed countries. Finally it puts forward concrete measures and countermeasures for the Service-Oriented maritime construction of Hainan MSA.The author suggests that in the context of national construction of a service-oriented government, Hainan MSA should transform government functions, innovate management mode and better work method so as to perform effective management and to build service-oriented MSA for contributions to the development of shipping economy and national strategy of maritime power.
