The Research About Shandong Maritime Ship Configuration Based On Public Product Career Theory

In order to meet the requirement of the Shandong peninsula blue economic zone and the Yellow River delta efficient ecological economic zone construction, to grasp correctly the requirement of social and economic development of our country for maritime supervision service and to improve the ability of MSA to support the development of national economy is an urgent and realistic task we are faced with. It is of great significance for MSA’s development to study the Shandong maritime ship configuration standard, to design the Shandong maritime ship configuration scheme that meets Shandong economics development, to prepare the evaluation and adjustment for the MSA "twelfth five-year" development planning.In this paper, according to the Shandong area statistics, relevant theories and models, the Shandong maritime ship configuration scheme is raised to achieve the unity of commonality and economy. First, the concept of public service property for maritime ship is defined and the application of public products theory, public risk management theory, systemic principle, adaptability concept, etc in MSA are discussed. Second, according to the present situation of Shandong MSA’s districts and water traffic characteristics, the current Shandong maritime ship configuration is analyzed to find out the existing problems; Third, on the basis of public risk management theory and fuzzy mathematics, a public risk assessment model is established for maritime supervision to evaluate the water area risk of Shandong MSA districts. On the basis of this model, the Shandong MSA ship requirement is determined. Fourth, on the basis of the above requirements and analysis, in combination with systemic principle, a rational layout and efficient capital Shandong MSA ship configuration scheme in accordance with Shandong shipping economics development needs is designed. Fifth, according to the above maritime ship configuration scheme of Shandong district, some suggestions and measures for the construction of maritime ship will be put forward.In this paper, with the knowledge of public property of maritime ship, on the basis of public products theory, public risk management theory, systemic principle, fuzzy mathematics, related theories and a large number of actual statistics, a public risk evaluation model for maritime supervision water areas is established. Finally, according to water supervision requirements of Shandong MSA jurisdiction, maritime ship configuration situation and background, through data analysis, model establishment and combination of qualitative and quantitative methods, a Shandong maritime ship configuration scheme is proposed, which is also the preparation of evaluation and adjustment for MSA "twelfth five-year" development planning.
