A Study On Shandong Service-oriented Maritime Construction

The MSA (The Maritime Safety Administration of the People’s Republic of China) as the institutions directly under the Ministry of communications, is a vertical management system. Authorized by law and regulations, The MSA is responsible for the exercise of national water safety supervision and the prevention of pollution from ships, carry out the ships and offshore facilities inspection, maritime security management and administrative law enforcement, and fulfill the Ministry of transportation safety management functions. With the development of shipping economy and network media spread rapidly among the public, The MSA’s functions and positioning has become a widespread concern. As a government agency responsible for maritime security and surveillance, the requirement of the "service oriented government" construction is also required, public supervision to the MSA becomes more and more deeply. To be affected by the economic crisis at the present stage of the shipping industry, the shipping industry of maritime law enforcement management and service has been a focus for concern and reform, the maritime services have become increasingly demanding, the enforcement form of traditional law enforcement has been unable to meet the people’s requirement, the maritime sector should be tend to "management" or "services" is under a seriously discussion.In2013, the restructuring work of MSA at last be officially settled, the institution of the MSA has become a national administrative organs. The service government requirements have become the inevitable requirement of the maritime sector, therefore, after the restructuring completed in the new period, to improve the construction of the Shandong MSA as the requirement of "service-oriented maritime" become a problem the maritime people must be face. This paper will rely on the process of "service-oriented maritime" construction of the Shandong MSA, from the perspective of service type government at this stage of the Shandong MSA "service-oriented maritime" construction requirements and the existing problems, and tries to find ways to solve the problems, give beneficial enlightenment for the construction of Shandong "service-oriented maritime" construction.This paper studied the development and the practical significance of service type government’s origin of domestic and foreign, studied the advanced management concept of abroad MSA can be used for reference, combining with the theory of public service, the experience of domestic and foreign advanced and maritime work, according to the difficulty encountered in the process of the Shandong MSA’s "service-oriented maritime" construction, proposed further changes in thoughts, they are optimizing the personnel evaluation mechanism, give a clear definition of service-oriented maritime connotation, continue to strengthen capacity-building of law enforcement, unified law enforcement service standards of different areas and find feasible solutions to the maritime sector personnel structure, to promote the Shandong "service-oriented maritime" construction, proceeding further and better realization of Shandong MSA’s "two first" service commitment, realize the rapid development of marine economy of Shandong province.
