Research On The Administrative System Of Liang Jiang New Area

The valuable experience, obtained from the innovation of government managementsystem in Chongqing Liang Jiang New Area has a strong forward-looking. The key anddifficult point in comprehensive reform of Liang Jiang New Area is the administrativereform. Through the administrative reform, it is not only useful to eliminate theconstraints imposed by the present institutional obstacles in the further development ofLiang Jiang New Area’s economy and society, but also helpful to improve thecompetitiveness of Liang Jiang New Area and remain invincible in the economiccompetition. The following discussion is about the path selection of the localgovernment system reform and the profound impact on the exploration of developmentmodel of national New Area in the future. Based on the description of current situationand problems in Chongqing Liang Jiang New Area’s administrative system, this papergeneralizes the administrative reform experience of Pudong New Area and Binhai NewArea, and seeks to come up with some targeted strategies for the administrative reformof Liang Liang New Area. The paper can be divided into four parts:The first part mainly expounds the research background and significance, andreviews the Development Zone’s administrative system reform as well as the Liang JiangNew Area’s current situation of administrative system. This part also defines the basicconcepts and introduces the theoretical basis, then puts forward the research questions.The second part summarizes the development of Liang Jiang New Area, currentsituation and problems of administrative system.The third part is about the inspiration enlightened by the administrative reforms ofPudong New Area and Binhai New Area. On the basis of discussing the administrativereform models of Pudong New Area and Binhai New Area, this paper compares theadministrative systems of these three New Areas, and then analyzes the inspiration ofPudong and Binhai to Liang Jiang New Area.The last part analyzes the practical approach of Liang Jiang New Area’sadministrative reform. With the valuable experience of Pudong New Area and Binhai New Area, the paper tries to propose some ideas and strategies for the administrative reformof Liang Jiang New Area.
