The sub-provincial new areas are always reformational and innovative test sites for the specific historic stage of economic development. From Shenzhen in 1980s to Pudong in 1990s, after the above two areas, it is Binhai in 2000 and Liangjiang new area. Those four innovative new areas take the special mission for Chinese economic reformation. Liangjiang new area was born for the background of the change of Chinese economic developing orientation by the way of turning investment orientation to increasing domestic demand and capturing the opportunity of the 4th globle industrial transition and the new ten-year of west development. Liangjiang new area should focus the strategy on building western economic growth pole, increasing domestic and optimizing industrial structure, then make the ultimate target of being urban and rural harmonious reforming district, inland open summit and the center of advanced manufacturing and morden service industry.Industrial development must be the basic support for new area's blooming, and industry should be critical for the developing level as one of the spacing carriers for urban construction. Through the academic research of industrial developing strategy, Micheal Poter's three theoretic works on competitive advantage are famous for the rich and systematic research. His theory of competitive edge has been depicted from three aspects of enterprise competitive power, competitive advantage and national competitive edge, which contributed to guiding economic development and industrial transition to make success on economy by integrating production factors and demanding factors on the background of globalization. As in the economic lagging west areas in China, the similar theoretic and practical experience will be relatively valuable to guide the industrial strategy in Liangjiang new area.This paper mainly refines Micheal Poter's three theoretic works to two theoretic basis for guiding industrial developing. One is the competitive analysis frame for industrial development, the other is the diamond model based on the six factors which comes from the result of optimization of diamond model. Secondly, this paper indexes the representative new areas on special historic background, including American silicon valley, Singapore, Pudong and Binhai new areas which are analyzed by the above tow analysis frame. Thirdly, Liangjiang new area is generally analyzed on the aspect of industrial development and this paper states the specific competitive edge based on diamond model. At last, the paper proposed optimizing advice on the aspects of production factors, demanding factors, commercial and productive environment, supportive factors and government influences etc.
