| Major emergencies,including public health events(COVID-19)and natural disasters(7.20 Zhengzhou rainstorm),caused a large number of people to be stranded and blocked,which had a huge impact on social production and people’s lives in China.Food is an important material basis to ensure the safety of human life.Therefore,food emergency security is the top priority to deal with major emergencies.In fact,food security is not only affected by the global and national food safety environment and emergencies,but also restricted by regional characteristics and has its own characteristics.In particular,Beijing,Shanghai,Guangzhou,Shenzhen and other mega-cities have a highly concentrated population,highly concentrated industries,highly open systems and obvious characteristics of intensification.Once an emergency occurs,it is easy to form the butterfly effect and cause the paralysis of the urban food system.Therefore,how to strengthen the bottom line of urban food safety,to ensure the supply of urban food,is the people’s livelihood issues of general concern.In early 2020,in the face of severe challenges posed by the COVID-19 epidemic,State-owned food enterprises bravely played a commando role in urban food emergency support,laying a solid material foundation for winning the battle of epidemic prevention and control.However,it should also be noted that the current foundation of urban food emergency security is not solid,and state-owned food enterprises still have shortcomings and deficiencies in the process of urban food emergency support.Therefore,being focused on city food emergency support capability of state-owned enterprises,analyzing the role of state-owned enterprises emergency food security in the city,building city food emergency support capability evaluation index system of the state-owned enterprise,evaluation of Shanghai state-owned enterprises the ability level in the city emergency food security,pointing out that the food in the city emergency security problems and reasons existing in the process,and putting forward targeted policy suggestions to improve the urban food emergency support capacity of state-owned enterprises have important theoretical value and practical significance.This is a realistic choice to ensure the emergency support of urban food and enhance the food supply capacity of state-owned enterprises.This paper takes the food emergency supply capacity and the emergency support of state-owned food enterprises as the research objects.Firstly,this paper classifies research of scholars at home and abroad,including: traditional emergency logistics and supply ability of analysis,the research of supply chain,food emergency supply,emergency food security problems,state-owned enterprises emergency security research.Through the analysis of literature,it is found that scholars mainly study the logistics supply capacity of traditional emergency supplies(disaster relief supplies or food),focusing on the transport and distribution of emergency logistics,and mostly discuss how the government carries out policy and institutional arrangements to ensure the emergency supply of urban food.From the perspective of state-owned food enterprises,it is rare to combine the emergency management process(emergencies themselves)with the food emergency supply process,and there is a lack of research on the urban food emergency support capacity of state-owned enterprises under emergencies.This paper first studies the definition and characteristics of food,emergency food and urban food emergency security.Secondly,this paper expounds the main theoretical basis,such as emergency management theory,PPRR crisis management theory.Next,the paper analyzes the status quo of urban food emergency security of state-owned enterprises in Shanghai.This paper describes the operation of state-owned enterprises in Shanghai,makes clear the important role of state-owned food enterprises in urban food emergency security,at the same time understands the situation of Shanghai state-owned food enterprises and commercial circulation enterprises in ensuring urban food supply and the results achieved in emergency support under emergencies(COVID-19 case).Then,it constructs the evaluation index system of urban food emergency support capacity of state-owned enterprises under emergencies.It grasps the characteristics of supply and demand of food emergency support in megalopolis and analyzes the connotation and performance of urban food emergency support capacity of state-owned enterprises under emergencies.According to the life cycle of occurrence,development,evolution and extinction of emergencies,the evaluation index system of urban food emergency support capacity of state-owned enterprises under emergencies is divided into five stages: emergency prevention,emergency preparation,monitoring and early warning,emergency response and emergency recovery.Combining with the connotation and performance of the urban food emergency support ability of state-owned enterprises under emergencies,the evaluation index system of the urban food emergency support ability of state-owned enterprises under emergencies is constructed.Thirdly,it evaluates the urban food emergency support capacity of state-owned enterprises under emergencies.Analytic hierarchy process(AHP)is used to calculate each index weight.It refers to the fuzzy comprehensive evaluation method analyze the level of food emergency support capability of Shanghai state-owned enterprises under COVID-19 outbreak,points out problems and the reasons of the existence of problems in the process of city food emergency support.Combined with food emergency support experience of state-owned enterprises in other city,it is suggested to set up food emergency special funds,strengthen emergency exercise,improve the level of emergency facilities,guarantee emergency professionals and strengthen the collaborative supply capacity of the whole food industry chain.Finally,the paper summarizes the main research conclusions,and points out the possible problems and deficiencies in the current research.
