Study On The Agricultural Support Policy From The Perspective Of Income Increasing For The Peasants

The farmers’ income problem is the concentrated reflection of agriculture, rural areas and farmers problems, how to realize the peasants’ income is rural development facing the outstanding problem. Research shows that the agricultural support policy is the basis of increasing farmers’ income, it affect the increase of farmers’ income through various methods. With the emphasis on agriculture and the change of the economic situation, the goal of agricultural policy in our country also more and more highlighted to promote farmers’ income. Aiming at the problem of increasing farmers’ income, the government has been in accordance with the "give more to, take less from and liberalize the countryside" principle introduced a series of policy. Positive effect of increasing the income of farmers is emerging. However, compared with foreign mature system of agricultural support policy, our country agricultural support level is still very low. And the agricultural support is not commensurate with the level of our country’s economic development stage. Policy and execution also need to improve. Our country has a number of farmers, by the end of2013, still have629,610,000people live in rural areas. Farmer is China’s largest group, accounting for46.27%of the total population. Agriculture, rural areas and farmers is the fundamental problems which restrict and affect China’s past, present and future economic and social development. In the early days after foundation, due to the weak economic foundation, the government chooses sacrificing agriculture industrial development way, to meet the strategic needs of the industrial development. When success also led to the urban-rural dual structure and "unbalanced economy". The backward mode of production, low efficiency of agricultural production, become the barriers in the development of agricultural economy. Therefore, analysing the current agricultural support policy and built in conformity with the national conditions of agricultural policy support system is very important.This paper selects the Angle of raising farmers’ income, by studying the theoretical basis and practical process of our country agricultural support policy, draw lessons from foreign excellent revelation, will focus on:how to optimize the agricultural support policies, guarantee the farmers’ income growth.
