There is bottleneck when our government and free markets promoting the steady growth of operatingincome of our farmers. In the case of this reality, the role of Agricultural cooperatives in promoting thegrowth of farmers’ operating income will be particularly important. Under what mechanism are ourcurrent agricultural cooperatives operating? How different is the mechanism comparing with the foreignsuccess of agricultural cooperatives? How specific is the mechanism that they work under? Why doesthis kind of operational mechanism can promote steady growth of farmers’ operating income? Aroundthese issues this article begins to study.The United States has the world’s largest group of inter-regional agricultural cooperatives. France hasthe best developed agricultural professional cooperatives in Europe. With its unique features, theagricultural cooperatives in Japan occupy an important position in Asia even in the world. These typicalagricultural cooperatives operate under the specific mechanisms, so that the operating income ofparticipating farmers has been improved.This paper concludes and summarizes a large number of domestic and foreign research results,compares the mechanism of foreign agricultural cooperatives improving farmers’ income with ninecharacteristics of the social enterprises, then comes to the conclusion that “the unique operatingmechanism of foreign agricultural cooperatives is social enterprise mechanism”. China’s agriculturalcooperatives have not been playing effectively in promoting the operating income of the farmers, oneimportant reason is that they lack social enterprise mechanism design. The successful mechanismexperience of foreign agricultural cooperatives improving farmers’ income points out the direction forthe improvement of China’s agricultural cooperatives.
