Research On The Developing Situation And Operational Mechanism Of The National Modern Agriculture Demonstration Zone

With the sustained and rapid development Chinese Agricultural economy, overall agriculturalproduction capacity continues to increase, agricultural science and technology innovation capacity,further improvement agricultural production capacity philosophy, effectively improve the livingstandards of farmers as well. The birth of the evolution of national modern agriculture, national modernagriculture demonstration zone is the inevitable result. From2009began construction of Chinese-styleagricultural park, the government reported Document NO.1of the Central Government and consent ofthe State Council promulgated the creation of national modern agriculture demonstration zone, in2010.In the same year, the Ministry of Agriculture issued the declaration notice, all the provinces pay moreattention and actively cooperate with it, national modern agricultural demonstration zone officiallystarted. Up to now, a total of153national modern agriculture demonstration zones were approved, inAugust2011and January2012.From a policy-oriented view, through the analysis of153national modern agriculture demonstrationzone construction and development of the past two years, and the connotation, basic features, types of it.Based on the theory, we use of literature analysis, data collection and field research methods. to find theproblem, propose solutions and policy recommendations, combined with the construction of thebackground and resources and environmental conditions. National modern agriculture demonstrationzone to enhance the level of material and equipment to accelerate the speed of technologicaltransformation, changing industry structure and management model，to enhance the comprehensive grainproduction capacity, bringing benefits to farmers. However, large-scale land management, financingchannels, social services and human resources development and utilization is still inadequate.By analyzing the policy mechanisms, land transfer, development and utilization of investment andfinancing mechanism, technology and talent development of national modern agricultural demonstrationzone, to find weaknesses, making good countermeasures as well. Concluded that the strengthening ofnational macro-control, increasing financial input and integration of funds, using of technology,information and terms of scale of operation. Promote the development of national modern agriculturaldemonstration zone to achieve agricultural modernization as soon as possible.
