Study On Systematic Innovation And Development Of National Modern Agricultural Demonstration Zone

Agriculture is the weakness of realizing the four modernization in our country. How to accelerate the development of agriculture and energetically promote the agricultural modernization has become a universal problem in all society. In order to accelerate the construction of modern agriculture, continually to explore the path of agricultural modernization with Chinese characteristics and create a new "three agriculture" situation,the China government develops the mode of national modern agricultural demonstration zone, that is, the zone in which condition is satisfied first to enter the stage of modernization of agriculture and gradually promote Chinese modern agricultural development in a step-wise approach. The first national modern agricultural demonstration zone has been built for nearly five years. As an advanced zone, the demonstration zone has been exploring path for the construction of regional modern agriculture and making the role of the accumulation of experience and provide demonstrations. Timely summarize the good experience and good practices related to the demonstration zone, has a particular significance for promoting the demonstration zone itself to enhance the construction level.Based on the previous analysis, the paper takes the national modern agricultural demonstration as the main object of the research to explore the content and features of modern agricultural demonstration, and uses statistical methods to analyze the effect of construction, existing problems and deficiencies of the national modern agricultural demonstration. Takingthe Dengta basin demonstration as an example, SWOT analysis is used to analyze the environmental factors of the Dengta basin development.Then the paper analyzes the ideas of development and its practical effect in industrial policy,investment platform, agricultural management and agricultural science and technology service,etc. Finally, according to the actual situation of the national modern agricultural demonstration's current development and the exploration of Dengta basin, further countermeasures and suggestions are proposed for enhancing the overall construction level of the demonstration zone.Construction of national modern and agricultural demonstration zone is a major decision as well as an important and institutional arrangement for promoting the process of agricultural modernization. The essence is that taking the innovative agriculture management mechanism as a breakthrough,promoting land, capital, technology, talent, information and other elements to effective integration and the optimal allocation within the zone range.Since the establishment of the demonstration zone, it has brought significant and remarkable results, which is mainly as follows: steady improvement in the level of agricultural modernization, accelerating of constructing the new agricultural management system and the good sustainable development trend.However, the demonstration zone's management mechanism, policy of fund support,lands and the other elements in the development, advance of agricultural brand,scientific and technological content of product is in constraints. Based the explored situation of Dengta basin in Heyuan City, five countermeasures and suggestions are put forwards: First, to improve the institutional mechanisms to strengthen the macro-management of the demonstration zone. Second, to optimize the policy environment to improve the integrated-utility of capital. Third, to promote land management of moderate scales to perfect the new agricultural management system. Fourth, to highlight the advantages of industry to foster agricultural brand of the demonstration zone. Fifth, to strengthen the scientific and technological support to perfect andtechnological service system.
