Research On The Sutainable Development Of Shanghai Zizhu National Hi-tech Industrial Development Zone

In2013, operating income of all the114national high-tech zones achieved20.3trillion yuan, which accounting for35.69%of national GDP stock in the same period. There were78,000enterprises in those high-tech zones, and their14million employees created1,450,000yuan averagely.3At the same time, ShangHai Zizhu National High-tech Zone earned32,017million yuan of operating income, in which enterprises reached378and employees reached14307. In view of comparative study, the creation of every employee arrived22,378,000yuan, exceeded the national average level. However, according to the blue paper of sustainable development of Chinese Industrial Parks, ShangHai Zizhu National High-tech Zone ranked99th.4Faced to "high developmental speed in the early period standing by low ranking in current period, internal developmental bottleneck and external environmental pressure interweaving", the problem of sustainable development of Shanghai Zizhu High-tech Zone can not be ignored, which is also representative in the same high-tech zones.Based on theoretical research and analysis, the paper determined the sustainable development problem of Shanghai Zizhu High-tech Zone, i.e. internal developmental bottleneck and external environmental pressure. In particular, the internal developmental bottleneck included three aspects:first is the industrial layout should be optimized, second is the innovative ability needing improved, and third is the level of service needing enhanced. The external environmental pressure also contained three aspects:first is the potential energy of policy gradually decreasing, second is the relatively limited land resource, and third is the loosened regional economic relationship.On the basis of theoretical and empirical research, the paper designed the overall scheme of the sustainable development of Shanghai Zizhu High-tech Zone. First, take "optimizing the industrial layout" as one grasper, one is to expand the innovative ability of the enterprises, two is to cater for the national and regional industry oriention and to attract more potential energy of policy focusing here based on the improved innovative ability. We need more advantage based on the industry, innovation and policy to densificate the basic platform of sustainable development of Shanghai Zizhu High-tech Zone.Second, take "promoting the enterprise service" as another grasper, one is to close the relationship with regional economics, two is to improve the utilizative efficiency of land resource, at the same time, we need to give full play to the factor of optimizing industrial layout to other factors. On the one hand, we need to strive for more preferential land policy by absoring advantage actively from regional economics; on the other hand, we need to make more contribution to the regional economics by improving the utilizative efficiency of land resource and attracting more enterprises to enter the high-tech zones. We need more advantage based on the service, regional economics and resource to densificate the further platform of sustainable development of Shanghai Zizhu High-tech Zone.Third, realize the production efficiency based on the basic and further platform. Beacause we could break the current internal developmental bottleneck and external environmental pressure, make full use of the existing resources to achieve the production efficiency of high-tech zone, ultimately realize the sustainable development of Shanghai Zizhu High-tech Zone only if the comprehensive strength of the basic and further platform were provided.Only break the internal developmental bottleneck, can the sustainable development be realized under the environmental pressure. Therefore, the paper focused more on the implementative research of the breakthrough of the internal developmental bottleneck. Specifically, on the aspect of optimization of High-tech Zone industrial layout, we need to promote industrial agglomeration, realize information sharing, and speed up the creation of new firms, on the aspect of promotion of enterprise service, we need to make perfect intermediary service, grid service management and digging of service demand, on the advanced stage of production efficiency, we need to make optimizative function layout, promote independent innovation, and strengthen external cooperation.
