Construction Of Indicator System On China’s Fiscal Project Expenditure’s Performance Evaluation

The finance project expenditure performance appraisal is a comprehensive assessment on the projects from the following aspects, including the set target of achievement effect, the operational function and the efficiencies of the fiscal expenditure, which are approved and initiated by the department concerned, partially or totally sponsored by financial funds. And which are conducted by employing a given index and adopting a certain methodology. The finance project expenditure of characteristics including huge investment,high risk and great influence on the economic development of our society or the promotion of people’s standard of living. Owing to the development of economic globalization and internationalization, the change of the government management’s environment and the introduction of "commercialized" management mode have promoted the change of the governments all around the world. And the performance management and assessment of government’s finance expenditure are just complying with the change. But in our country, the government performance evaluation started lately comparing to the developed country-the United States and the United Kingdom Government. Not only the theory research but also the explored practice, the government performance evaluation stays at the initial status.The base of accurately, objectively and equitably appraising the public finance is to establish the assessment system. Taken this reality into consideration, the article has made an empirical research on establishing a performance evaluation indicator system of financial project expenditure.BSC (Balanced Scorecard) invented by Harvard Business School professor Robert Kaplan and rehabilitation programs David-P-Norton, not only is an advanced performance management system, but also is a complete performance appraisal way. The Government will introduce a balanced scorecard of financial expenditure project performance evaluation, which will contribute to the overall and reasonable appraisal of financial expenditure items, thus fulfilling the purpose of the project financial expenditure, improve efficiency in the use of financial expenditure. This article will take the theory of BSC to the government performance audit appraisal stage for the purpose of establishing a set of science complete which suitable to our country Government’s achievements evaluating indicator system, it enhances government apparatus to the whole the efficiency and have important profits from the significance in our country. This paper firstly gives the definition of performance assessment of fiscal project expenditure and its features, general theories and principles it should follow etc. It is a theoretical basis of constructing the performance assessment system. Secondly, with the reference of the Balanced Scorecard approach, the paper constructs a new indicator system which includes operation flow, finance, public and improvement indicator.
