:Since China’s reform and opening up, China’s economic has been developing rapidly. In the transformation of economic development patterns from extensive pattern to intensive pattern, industrial structure rationalization has become a new target of China’s economy in terms of industry development.In the process of realization the industrial structure rationalization and high level and high quality urbanization,rural surplus labor transfer is a constant theme. The process of China’s economic development is the process of surplus agricultural labor force transfer.China has a huge number of labor transfer and labor resources have not been allocated optimally. There has been a large number of surplus agricultural labor force in the countryside and a strong demand for rural labor force in the urban. The existing studies for rural labor transfer problems are mostly focus on one side, either on the side of industrial structure rationalization or on the side of urbanization. However, industrial structure rationalization and urbanization both play an role in the process of labor transfer.The thesis will study the process of labor transfer on both sides and it will make the analysis more completed.On the basis of summarizing relationships and laws between the industrial structure rationalization and urbanization,the thesis will build the rural labor transfer model.The Theoretical basis of this thesis is Lavin Stan’s Push-Pull Theory, and a third force is added to the theory in order to make the analysis more accurate.The thesis uses the model to analyze the reality of rural surplus labor transfer in China. Suggestions have been proposed in terms of industrial promotion,urban development,rural development and flow between urban and rural areas on basis of analysis.
