It is not only accelerating the construction of new agricultural management system, encouraging landcontract and management rights transfer to large professional farmer, family farms, farmers’ cooperativesand agricultural enterprises, but also developing various forms of the scale of operations, which had beennoted by Third Plenary Session of the Party’s eighth in "Some Decisions of Certain Major Issues ofDeepening the Reform". As can be seen, agricultural land transfer is an important way to accelerateChina’s economic reform, promote urbanization trend and solve the "three rural" issue, and it is aneffective way to improve the performance of agricultural land. Xinjiang belongs to China’s majorcotton-producing region, while has higher demands of big scale agricultural land and mechanized farmoperations. But there are relatively little papers to study on agricultural land transfer in Xinjiang cottonregion currently. This paper focused on study performance evaluation of farmland Circulation factors inMaNasi County farmland cotton region and in-depth study affecting the transfer of agricultural land factorsand economic performance factors as well as the relationship between two of them.Firstly, studying factors and performance of agricultural land transfer through normative theoryanalysis, three aspects of the transfer of agricultural land has been respectively studied, including theindividual characteristics of farmers, agricultural land resource endowment and the extent of farmlandtransfer market growth. Secondly, summarizing performance of farmland circulation factors affecting inMaNasi County of cotton region in a macro overview, it is through descriptive analysis of cotton land casein MaNasi County, and in comparative analysis of agricultural land transfer case of three counties (MaNasi,Shanshan, Jinghe) in Snow Mountain of north slope. Finally, it uses the survey data of369cases ofagricultural land transfer to comprehensively evaluate the performance of farmland transfer in MaNasiCounty of cotton region, and gives out the conclusion, through establishing the structural equation model(SEM) and using SPSS21.0software analysis model and AMOS21.0.The conclusion shows that the individual characteristics of farmers positively affect cotton farmlandtransfer which standardized path coefficient is0.62. Agricultural land resource endowment positivelyimpact cotton farmland circulation, which standardized path coefficient is0.79. There is a positive impacton between degree of market development and the flow of cotton farmland, and standardized pathcoefficient is0.69. There is a positive impact on factors of combination of cotton farmland circulation andeconomic performance, and standardized path coefficient is0.64. The age of headed households is themost important factor for affecting individual characteristics. Moreover, it is the most important factor forendowment of agricultural land resources which satisfaction of farmers is on agricultural social service.The destination of agricultural land transfer is the most important factor which affect the extent ofagricultural land transfer market development.Finally, according to the results of qualitative and quantitative analysis, the paper presents policyrecommendations to promote the transfer of agricultural land and to improve the performance of theagricultural land, which combined with the survey of farmers actual situation in cotton region MaNasiCounty.
