The Survey Report Of Grassroots Land Resources Bureau Construction In Xinjiang

In recent years, in allusion to the problems of construction and development of grass-roots landresources, the Autonomous Region Department of Land and Resources asked for land and resourcesmanagement departments at all levels to further strengthen the leadership, clear responsibilities, implementthe measures, and promoted the natural resources of the grass-roots construction to become "soundinstitutions, clear responsibilities, standardized management, work place, clean and efficient, facilities,beautiful environment, a fine style of work" the satisfaction of the people of the land and resources.This report is based on the security of the land resources bureau in Xinjiang, aiming to analyze theexisting problems in the process of grass-roots land resources construction and the causes of these problems,giving some suggestions and provided some solutions to these problems based on the analysis.Through thirty-four typical land and resources survey in Xinjiang, the results show that:(1) From the view of land and resources necessary office conditions and facilities, the average area isseven738.7m2. The average office room quantity is6. Thirty-one grass-roots land and resources bureaushave desktop office computers, which accounts for91%. There are twenty-four grass-roots land andrecources bureaus using car as the vehicle.(2) Every grass-roots land resources bureau main business is to carry out the land and resources,including the examination and approval of curtilage, the protection of basic farmland, the registration andcertification, the management of temporary construction land, dynamic inspection, the mediation dispute,and the management of mineral resources, geological disaster prevention, publicity ect..(3) From the view of organization specification, ththirty grass-roots land and resources bureaus are Guclass specification. one is secondary division level. the other one is Ke class specification. the rest isunknown. Thirty-four typical land and resourcesbureaus totally have171staff who have authorized size,and46staff don’t have authorized size. From the view of the educational background of those haveauthorized size, college education accounted for18.42%of the total; a college education accounted for47.89%; Bachelor degree or above accounted for40.91%.(4) From the view of the staff team construction, the number of thirty-four typical land resourcessurvey of the staff is211, including100Han people,38Uygur people,49Kazak people,6Huinationalitypeople,14Mongolian people,4other nationalities. Workers in the male dominated, accountingfor62.09%. Party members account for41.71%. Each kind of certificate holdings amount to97%, fiveyears to participate in training people for an average of8—9times.(5) From the view of system construction, the majority of land and resources bureaus made these rules,including curtilage examination and approval, regular dynamic inspection, dispute mediation, the work ofParty building, attendance and so on.(6) The overall situation of the construction of spiritual civilization is good. Publicity activities include"6.25Land Day","4.22Earth Day ","8.29Surveying and Mapping Day" and other promotional activities.The year-end appraisal on average every5years1—4times...
