With the rapid development of science and technology and economic globalization, thecompetition in the construction industry has become more and more intense. AlthoughChina’s construction industry has been more substantial upgrade, also exposes someshortcomings, such as poor management, the slowly flow of information, poor sense ofcollaboration, and so on. Therefore, it is necessary to adopt a new project management model--Partnering (partnership) mode, which is originated in Europe in the1990s. Since this moderequires mutual trust, and sincere cooperation, the risk is very large. If one party violates theoverall objective, the entire project is likely to fail. Therefore, it is important to research therisk management. Due to a variety of projects, the classification is more variety. So this paperresearches the civil engineering projects which are the highly representative as the mainobjects of study. The main innovation is the innovation perspective and content innovation.This paper chooses a new project management model. From the perspective of the whole lifeof the project, this paper studies the risk management, and establishes a gray multi-level riskassessment model.The main contents of this paper have the following parts: The first part mainly reviews anumber of domestic and foreign literatures, and discusses in detail the partnering modeltheory of project life cycle risk management. The whole life of the partnering model projectshave defined. It will be divided into three phases, decision-making stage, implementationstage, and completion stage; the second part is risk identification and estimation about theproject of partnering model. It uses the Delphi method, questionnaire and expert interviews,and identifies the main risk factors that exist in various stages. And it uses risk qualitativeanalysis methods to identify risk factors, and estimates the risk factors; the third part is therisk assessment about the project of partnering mode, and it uses a risk quantitative researchmethod, which is gray analytic hierarchy process. By using AHP and gray systems theory, itbuilds a multi-level gray risk assessment model; the fourth part is the risk measures for allstages; the fifth part is an example about the project of partnering model. It carries out a fulllifetime risk identification and evaluation, and proposes corresponding measures finally. Byanalyzing the risk factors at different stages of partnering model projects, this paperestablishes a gray multi-level risk assessment model, which has some practical and instructiveto the application of partnering mode project.
