Currently, some areas from the blind pursuit of economic development of the concept of GDP make the quality and efficiency of China’s economic development greatly reduced. high input, high energy consumption, high emission is the largest of the current situation of economic development. The resulting energy resource consumption, but the use of low, low factor allocation, serious irrational economic structure and ecosystem destruction and other serious problems affecting the sustainability of China’s economic development.Therefore, changing the way of economic development of our country is imminent. But how much are the degree of influence? what stage is China’s current economic development exactly? Therefore Quantitative measure of China’s economic development mode of transition is good for understand China’s economic development. Understand whether economic development is reasonable, whether economic development mode is extensive or intensive-type or other forms, For doing so it makes sense to take appropriate policies and measures.Now factor driving economic growth in the traditional way is unsustainable, As a driver of economic growth is another important engine, TFP frequently been introduced neoclassical growth theory,And factor accumulation and TFP contribution to output growth has become the main basis for judging the shift of economic growth mode transformation. The main connotation of China’s economic development pattern is driven by factor accumulation into TFP push type. So, the most important indicator of economic growth mode transformation evaluate the extent of that is total factor productivity.Resources, environment and economic development caused widespread concern, When the previous measure of total factor productivity, we only focused factors of production such as labor and capital inputs, and ignored the resource constraints and environmental factors, In energy conservation constraints, the study of total factor productivity of China’s economy is the sustainability of China’s economic development, is the further answer of China’s economic development mode transition, and it is a fundamental research on how to further accelerate the transformation of economic development mode. This paper describes the transformation of economic development mode, and the concepts based on energy and environmental of TFP index, And explore the feasibility of energy and environment of TFP representing China’s economic development mode shift performance.Secondly, the introduction of TFP measurement methods as well as this article on China’s economic development mode shift performance measurement methods. Third, select the input and output variables, get the input and output of the panel data, Measure the degree environmental technological efficiency and ML index in the provinces of1998-2012by the relevant methods, And compare with out of considering energy and environmental factors Malmquist Productivity Index,and evaluate the performance of each transformation of the mode of economic development regions in China. Finally, based on the factor of per capita GDP, energy consumption, industry structure, government administration, business management and FDI we explores the determinants of changes in performance. And on this basis, given the relevant policy recommendations.
