Analysis Of China’s Green Economy Efficiency And Its Influencing Factors

With China’s GDP surpassing Japan in 2010 and becoming the world’s second largest economy,the quality of China’s economic development has attracted more and more attention,and the extensive development model based on increasing factor input in the past has been unsustainable.How to maintain the sustainability of economic growth while maintaining high-quality economic growth?Five concepts for development put forward at the Fifth Plenary Session of the Eighteenth Central Committee and the report of the Nineteenth National Congress of the CPC pointed out the development direction for us.Promoting green development is the ideal way to solve the contradiction between ecological environment and social and economic development in China today.To develop green economy is to integrate environmental factors into economic growth and achieve sustainable economic growth.The purpose of this paper is to evaluate the efficiency of green economy,find out the influencing factors of green economy,and give policy recommendations to improve the efficiency of green economy.Based on this,taking the whole country as the research object and subdividing it into three regions:east,middle and west,DEA-Malmquist index method is used to integrate energy consumption and carbon dioxide emissions into the green economic efficiency evaluation system.This paper evaluates the efficiency of green economy by using the panel data between 2004 and 2016,and empirically examines the factors that influence the efficiency of green economy in China.Different from the previous studies,Marx’s theory of material transformation and eco-Marxist thought are integrated into the selection of theoretical basis and indicators.In the analysis of influencing factors,the industrial structure is subdivided into advanced and rationalized,and the indirect effect of environmental regulation is analyzed.It is helpful to understand the current situation of national green economic development and provide realistic basis and reference basis for improving the level of green economic development according to local conditions.The main conclusions of this paper are as follows:in the past 12 years,the national green economy efficiency has been steadily increasing at an average annual rate of 2.8%,with the central region being the most obvious,followed by the eastern region and the western region being the slowest.In the process of improving the efficiency of green economy,we should pay attention to economic development;strengthen investment in education while rationally matching human resources and social needs,and break the restriction of human capital;local governments should determine the mode and intensity of environmental regulation according to local conditions,and should not neglect its indirect effect when exerting the effect of environmental regulation;Finally,the government should reduce the risk weight of green loans to break the financial constraints.
