With the specification labor law to promote enterprise, and the introduction of foreign ideas of performance management, companies have started to realize the importance of performance management. Almost accounted for more than90%of the enterprises adopt the idea of performance management, and it is also the progress of Chinese enterprises in thinking. However, most of the current enterprises mistakenly believe that performance appraisal is just performance management, thinking that performance management is a bonus, only pay attention to employee performance, not pay attention to the performance of the enterprise. Performance appraisal personnel, on the one hand, lack of performance appraisal methods and techniques of master, on the other hand, performance appraisal not to feedback later, without combining with promotion, career development, compensation, purely for performance evaluation and appraisal is ongoing.Comprehensively deepen of the reform in China, with the advancement of China’s economic and social reform, the development prospects of various industries is more and more serious. As we all know, in order to achieve the goals of enterprise strategy, the companies must depend on the support of enterprise human resources management system. The level of a enterprise human resources management system, to a large extent by the enterprise performance evaluation system to measure. It is more likely to realize the enterprise strategic target, if the enterprise has a high level of performance appraisal system. Therefore, how to improve the level of China’s enterprise performance management, in particular, the level of performance appraisal, is a business and consulting management practice issues of common concern. China’s tobacco industry still is a "unified leadership, vertical management, monopoly" management system, and the tobacco companies internal performance evaluation is basically all is attached to the system in the assessment mode, is not rigorous, perfect appraisal system. Under the condition of market economy, how to give play to the leverage of performance appraisal in the tobacco industry, fully using the assessment result for the employee salary allocation, personnel appointment and selection effectively, thereby breaking mechanism of state-owned enterprise inherent rigidity, staffs mad, efficiency low, the average serious "Commons" phenomenon, in order to realize the optimization of the talent, the minimization of cost, has become the major tobacco companies actively trying to explore the difficulties and hot spots.With the modern theory of performance appraisal in human resources management theory as the foundation, this paper mainly to discusses the current performance appraisal system of the basic situation of tobacco industry in our country, and make the XC tobacco companies bureau staff in zhengzhou city as the research object, analysis of the use of the company’s existing performance appraisal situation, through the understanding of the whole of the company, to be familiar with the company’s current performance appraisal system and the existing problems, the company’s performance appraisal system to put forward the new scheme, and under the premise that the basic principles of performance appraisal, according to the new performance appraisal system of the basic process of XC tobacco companies in zhengzhou puts forward a set of reasonable performance appraisal system, and finally to put forward by the new performance appraisal body within the company effective implementation and maintenance, are analyzed and discussed, and puts forward some concrete Suggestions.
