Safe production is the lifeblood of modern enterprises to survive, and thecornerstone of enterprise to develop. An accident may seize dozens of lives, and leadto the collapse of dozens of families. Tobacco is a special goods with highvalue-added. Because of its flammability, spontaneous combustion, smoldering, waterdegeneration, dust explosions and other physical and chemical properties, tobaccoshows precious and fragile, thus its security risk permeates every link of productionoperations. As one of the "eight industries", whether its safety management is good orbad has a very important significance in the survival and development of the tobaccoindustry. Making full use of performance management tools, and making an effectiveincentive and restraint for safety-critical positions have no doubt a very importantsignificant in effectively protecting and promoting safety production.This paper studies the performance management system of security jobs inChenzhou Tobacco Company, and explores its optimization and improvement. M odernresearch methods such as literature research, questionnaires, interviews are adopted inthis paper. This paper is mainly divided into four parts: the first part is an introduction,which discusses the research significance, research background, resea rch methods andresearch ideas. The second part analyzes the status and problem of the performancemanagement system of security jobs in Chenzhou Tobacco Company from the levelsof industries and enterprises performance management. Then in the third part,combing the safety positions performance management experience of the tobaccocompanies from domestic and abroad and the characteristics of Chenzhou TobaccoCompany, the paper surveys the optimization and design of performance managementsystem of security jobs from the angle of objectives and principles design, indexdesign, assessment methods, feedback and communication. The fourth part researcheshow to strongly ensure the effective implementation of new employee perfo rmancemanagement plan of security jobs, and estimates the probable problem encountered inthe implementation process, and simultaneously proposes solutions, from the aspectsof establishment and improvement of organizational security measures, institutionalassurance measures, culture security and so on.Basing on the analysis of the original employee performance managementsolution of security jobs in Chenzhou Tobacco Company and combining with the company’s own characteristics, the paper makes a optimization research and designs anew employee performance management solution of security positions in line with thesafe development of business, which effectively overcomes the irrationality of theoriginal performance management plan, lays the foundation of effectively improvingthe efficiency of security performance management and provides a good reference tosolve the similar performance management problems.
