Henan Province as China’s agricultural province, it is worth pondering how to keep pace with the times in the era of knowledge economy, to strengthen the independent innovation. The accumulation of knowledge is a source of independent innovation, and embodies the most important new knowledge is the emergence of new technologies, to realize independent innovation, in order to fundamentally promote the development of regional economy. Therefore, the research of knowledge production function in Henan province is very important.This paper sum knowledge production function on the literature at home and abroad, study the application of the domestic scholars in other aspects of the knowledge production function, complete the construction of the production function model of Henan Province Based on knowledge.Based on the previous research results, combined with Henan province’s own characteristics, taking Henan province science and technology personnel, the paper and the number of domestic patent applications accepted, as spending on R&D related variables, to study the relationship between them.Using the traditional econometrics and Bayesian estimation methods, specific form of production function in Henan province to estimate obtained knowledge, then use the polynomial fitting method, prediction:Henan province science and technology personnel, the number of domestic patent application and development trend of emissions by2020, and the use of Henan Provincial knowledge production function is estimated, spending forecast2020Henan province R&D funds.Give some policy suggestions are put forward from the point of view of the relevant variables of development, make Henan province to avoid unnecessary loss in R&D activities, the independent innovation the maximum to the minimum cost.
