Overcapacity seriously hinders and restricts the healthy development of China's economy.Manufacturing industry has become a disaster area of overcapacity,especially the heavy industry.This is mainly because most of the heavy industry is capital intensive,and the actual production process needs a lot of investment,which is more likely to cause overcapacity.With the deepening of capital,the labor-intensive manufacturing industry which needs a lot of labor in the actual production process also has the problem of overcapacity.Technological progress is a new driving force to promote China's economic growth,but in the actual production,technological progress leads to the asymmetry of marginal output brought by factor input,which leads to the deviation of technological progress towards the use of one factor and the saving of other factors,which is manifested in a large amount of investment in preferred factors in production.With the deepening of capital and the use of energy factors,the marginal output brought by capital and energy is faster than that of labor force,and enterprises pursue profits,so the technological progress of labor-intensive manufacturing industry is gradually inclined to the use of capital and energy,saving labor force,which is contrary to the factor endowment structure of labor-intensive manufacturing industry in China.Therefore,the excessive use of capital and energy leads to overcapacity in China's labor-intensive manufacturing industry.Based on this,this paper analyzes the overcapacity of labor-intensive manufacturing industry from the perspective of technological progress.First of all,in the introduction part,the significance of the research background and the content of the research are briefly described.Through the search of domestic and foreign literature,the relevant literature of overcapacity,technological progress bias,technological progress bias and overcapacity are sorted out and reviewed.Secondly,the influence mechanism of technological progress bias on capacity utilization is analyzed.Then,based on the three factors of capital,labor and energy,the paper uses thetranscendental logarithm production function to measure the technology progress bias index between the two factors of labor-intensive manufacturing industry in China,and makes a comparative analysis of the measured technology progress bias index and capacity utilization rate of labor-intensive manufacturing industry in China,and finds that the overall technology progress tends to the use and saving of capital and energy Labor,but there are also individual industry technology progress in favor of the use of labor.When using DEA to calculate the capacity utilization rate,the equipment utilization rate and technical efficiency are considered.When analyzing the overcapacity,it is found that the overcapacity of labor-intensive manufacturing industry in China is relatively serious,and each industry has its own characteristics.Finally,the paper empirically analyzes the influence of technological progress bias on the capacity utilization of labor-intensive manufacturing industry from both static and dynamic aspects.Based on panel data fixed effect model,this paper analyzes the influence of different technological progress biases on the capacity utilization rate of labor-intensive manufacturing industry in China,and also considers the influence of R & D investment,industry monopoly,export effect and foreign investment on the capacity utilization rate.The empirical results show that technological progress biases towards capital and energy,and labor saving is not conducive to labor-intensive manufacturing industry in China With the help of the impulse response of the vector autoregressive model,the paper analyzes the dynamic influence of each industry's technological progress bias on the productivity utilization.The labor biased technological progress has a positive impact on the productivity utilization For the labor-intensive manufacturing industry,the factor endowment structure is compatible with the technology progress.The technology progress biased towards the use of labor factors can promote the improvement of the capacity utilization ratio.The capital and energy biased have a negative effect on the capacity utilization ratio,and the degree of influence and the duration are different.Finally,according to the conclusion and the characteristics of the labor-intensive manufacturing industry in China,this paper puts forward the corresponding countermeasures and suggestions for solving the overcapacity of thelabor-intensive manufacturing industry in China.
