Study On Financial Investment Evaluation In Decision-making Phase Of Municipal Engineering Project

In this paper, by analyzing project decision-making system of Hong Kong SAR, United Kingdom and United States, studying fiscal investment evaluation system of Australia, New Zealand, Germany and Italy, based on the advanced experience of financial investment evaluation center of Beijing and Xiamen city, the characteristics of financial investment evaluation system in these countries or regions, and the enlightenment to Chinese current fiscal investment evaluation system are summarized. Based on the introduction of the development of Chinese financial investment evaluation process, meaning, function, basis, scope, content, procedure and management mode, the current situation and existing problems of Chinese fiscal investment evaluation are analyzed and corresponding solutions are put forward combined with the practical situation of the fiscal investment evaluation center in Jinzhou New District, Dalian city. The emphasis is laid on the financial investment evaluation in decision-making stage of municipal engineering project. This research points out the necessity to strengthen the fiscal investment evaluation in decision-making stage of municipal engineering project by profound analysis. Financial investment evaluation index system of municipal engineering project in decision-making phase is constructed. Delphi method, improved analytic hierarchy process and expert scoring method are adopted to determine evaluation index, compute index weight and get corresponding results. Municipal engineering, which is representative in practice, is selected as an example to testify the rationality and validity of the evaluation index system of fiscal investment established in this paper. Finally the prospect of Chinese financial investment evaluation is forecasted.This research work in this thesis can provide support for the evaluation of Chinese financial investment.
