Highway department belongs to the public, the public infrastructure construction and maintenance unit. State owned assets Highway Department of highway and formed a large number of non operating state-owned assets. In recent years, with the turn to the social public services more government activity, public finance to public transport infrastructure construction investment increased, the increment of state-owned assets of the highway department is also growing rapidly. Concomitantly, asset management, rigid way method is backward, lack of supervision system, supervision system is not perfect, resulting in some loss of assets.In light of the current situation of the state owned assets supervision of highway in Chaoyang City, from the point of view of principal-agent theory, using historical research, literature research, comparative induction method, the practice of Chaoyang City state owned assets a supervision and administration, induction and analysis of regulatory failure of nodes, node control approval into the whole process of inspection supervision; change the static supervision to dynamic supervision at the same time, the introduction of external force; intervention, such as social supervision, the third party supervision mode, which enrich the supervision of state-owned assets, and provide a theoretical basis for the intervention measures, improve the highway supervision system, rich "dynamic regulation" to "three-dimensional dynamic supervision". The final construction of roads in Chaoyang City state owned assets "whole process dynamic three-dimensional supervision mode".In this paper, the main work is as follows:(1)to the Chaoyang City highway state-owned property are reviewed, the capital stock scale, the current regulation system, purchase, use and disposal of the three analyzed separately for assets acquired in practice. Through the investigation and comparison, found Chaoyang City’s current "piece" supervision system is not conducive to the supervision of the investor, assets acquired three sections of regulatory failure node, such as the purchase process autonomy is too strong, the use of process assets capital supervision, the existence of hidden drain disposal process. (2) analyzing the causes of the problems found in the supervision. The property right of state-owned assets in highway definition is not clear, constrained by the static state management, and the lack of value oriented questions. A clear regulatory objectives is not clear, lack of evaluation system and the supporting measures are not perfect.(3) strategy framework in "system docking" macroscopic state owned assets supervision and administration system and the microscopic Chaoyangarea supervision system is connected, to asset allocation (or purchase), use, disposal as the key point, string "main line", and put forward the "supervision" of whole process dynamic model.(4) connected in series "three-in-one" regulatory mechanism (budget control-Assessment of the implementation of the inspection, the final-) into the external supervision system, in order to construct a sunrise Highway Department of state-owned assets "three-dimensional supervision mode", resulting in a dynamic stereo whole process supervision".
