The Government Promoting Study Of Dalian Jinbo Coast Modern Service Industry Zone Construction

With the development of the global economy and the advancement of society, the developed countries have entered into the "post-industrial society". The global economy has changed from "industrial economy" into "service economy". The development degree of services directly indicates the economic development level of a country or a region."Twelfth Five-Year Plan" requires to promoting the development of modern service industry, as a strategic emphasis of the industrial structure optimization and upgrading. Services as an important part of the national economy is the direction of the northeast old industrial base transformation and revitalization. Dalian as the core of Liaoning coastal economic belt will accelerate the development of the modern service industry zone economy.Using the combination of theory and practice, comparative analysis and integrated systems analysis approach, this paper studied the role of government promoting in Dalian Jinbo coast modern service industry development zone construction. First, the status of Dalian Jinbo coast modern service industry development zone was in detail analyzed, and the problems in the park’s development were obtained. Then, by learning the successful experience of the development of modern service industry at home and abroad, this paper analyzed "Jinzhou city" and "WTO Business District" to demonstrate the role of Government promoting in the Dalian Jinbo coast modern service mdustry development zone construction. Finally, by a comprehensive analysis of Dalian Jinbo coast modern service industry development zone, the government promoting effect needs to address three problems:(1) to correctly handle the relations of modern service industry development zone scientific planning and government promoting;(2) to correctly handle the relations of modern business tourism development and government promoting;(3) properly handle the relationship between the modern service development zone construction and environmental protection for sustainable development.
