When we steped into the 21st century, Chinese economic has achieved a great development, economic output has jumped to the second place all over the world, but the rapid development has accompanied by environmental pollution, resource shortages, labor saturation and overcapacity and so on, those bottleneck which restricted our economic’s rapid development.To be able to occupy a dominant position in the world economy, sustained the rapid economic growth and overcome the bottlenecks which constrainted China’s economic growth, China has been to invest to the ocean in the development of eyes. The ocean is a vast, uncultivated treasures, it can provide humans a wealth of food, water, oil, minerals and other resources, these advantages can deal with the environmental pollution, resource shortages, and labor issues which constrainted the rapid and healthy economic growth of China.In the process of the marine economy development which accompanied by the impact of marine development defects, the inadequate professional technologyical people and other factors, the single marine exploitation model has greatly limited the marine economy development. Therefore, to co-ordinate the development of land and marine industries has become a new development trend of chinese economic, especially in the coastal areas. Land industries can provide sufficient labor and advanced technology for ocean development, the two which combine the advantages of the sea and land developmen can promote and learn from each other, to promote our national economy sustained, rapid and healthy development.At this stage, many scholars studied the industrial development of land and sea from many aspects, such as the "integrated land and sea", "Integrated Coastal Zone Management", "land and sea linkage" and so on, the method which they used is also varied, such as gray correlation linear regression, Granger test methods to measure the cause and the effect of the the degree of association between the land and sea industries, but the articles which research the concurrence relationship between the land and sea is very few. Firstly, this paper estimates the gray correlation between the land and sea industries, secondly, using Lotka-Volterra model to calculate the concurrence relationship between land and sea industries in Shandong province, finally find a balance between the rural developmen of land and sea industries, which is an innovation of this paper.Firstly, this paper sorts out the relevant literature of land and marine economic; on this basis, introduces the concepts and theoretical analysis of the land and marine rural development, from the first "sea dichotomy theory" to the current "land and sea co-ordination", "land and sea integration development." Then introduces the power factors of the development of land and sea; based on the theoretical analysis above, then demonstrate the relevance of the marine industries and land industries in Shandong Province, using the Lotka-Volterra model to study the concurrence relationship beiween land and marine industries in Shandong province, finding out the ballance point between land and marine industrial development. Finally, providing some policy recommendations for Shandong Province in the rural development of land and marine industries.
