Investigation On The Coordinated Development Mechanism Of Heilongjiang Province’s Ecological Civilization Construction And Industrial Structure

Comprehensive, balanced and sustainable development is our party’s futurestrategy, is the logical choice under the guidance of scientific concept ofdevelopment in our country. Since the “first five-year” period, our provincebecome the focus of the construction area that is developing emphasized by thecountry, and with the completion of the northeast industry base, Heilongjiangprovince has made a great contribution to the economic development andindustrialization process. However, with the high energy consumption, highpollution of industrial production mode, the environment of Heilongjiangprovince suffers from a serious destruction and faces with the problem ofinsufficient development. In order to thoroughly implement the spirit of“all-round progress in socialist economic, political, cultural, social and ecologicaldevelopment.” proposed by CPC central committee， and solve the contradictionbetween ecological environment and economic development in our province， anew coordinated development mechanism of ecological civilization and thecoordinated development of industrial structure is great significance forHeilongjiang province.In this paper, based on the requirements of the scientific development of ourcountry, the connotation of coordinated development of industrial structure andthe ecological civilization is clear. At the same time， on the basis ofcomprehensive analysis on the characteristic of ecological environment, thepresent situation of ecological civilization construction, and the development ofindustrial structure, this paper summarizes the problems existing in the industrialstructure and ecological civilization, and establish a game model of coordinateddevelopment, in which the economic agents namely industry enterprises and decision-making behavior by local government in the process of industrialstructure adjustment is analyzed, to clear which is need to be considered informulating the industrial policy, as well as to provide the basis for theestablishment of the coordinated development mechanism. In the design of thecoordinated development mechanism, the connotation and characteristics ofindustrial structure coordinated development and the ecological civilization isdetermined, and based on the influencing factors and existing problems analyzed,some mechanism such as industrial policy coordination development mechanism,reasonable incentive mechanism, the coordinated development of the benefitsharing mechanism, policy guarantee mechanism, are designed, and the themechanism of the interaction relations is cleared. So this paper put forward thecorresponding countermeasures and suggestions for coordinated development andsmoothly running.
